Reducing waste as the purpose of the waste charging scheme

Bernard Chan, the chairman of the Council for Sustainable Development, said that the purpose of introducing the waste charging scheme is to reduce waste and increase the public’s motivation to recycle, instead of getting back the cost of dealing with the waste.


Reducing waste from the source

Chan said that over 50% of local waste was dumped at the landfills in HK and this ratio was much higher than that in Singapore, South Korea and other surrounding areas. Chan said that introducing the scheme was to enhance reducing and recycling waste in HK. After the scheme was introduced, when people buy a product from a shop, they will tend to refuse extra packaging, and return those packaging to the shop. In order to reduce cost, the shop will then ask the factories to exclude excessive packaging, which in turn helps reducing wastes produced.


Build infrastructure to enhance efficiency

Chan added that it was important to build different infrastructure in the society in order to enhance the plan. He believed that the government would take related action to enhance efficiency, which include working on the food leftovers recycling scheme and promoting recycling in HK.
