(You should tell your readers in your lead the Shenzhen residents used to enjoy multiple entries before. Only then will we know how upset or even angry they are. You sound like the Customs are not doing their jobs. What kind of "more actions" could they take?)

Revd. Koon commented on the new policy of weekly entry permission. He said the imposition of new policy ruined the relationship between mainland and Hong Kong. “This policy mentally hurts the mainland people.”

Revd. Peter Douglas Koon, Provincial Secretary Genera of Hong Kong Sheng Kung Hui, claimed that there are lots of administrative ways to alleviate or stop the parallel-trading problem. He suggested that Hong Kong Customs and Excise Department could take more actions and enforce the law. “All the government policy should be directed against the parallel traders only.”

“I think that mainland visitors are a bit annoying.” said Revd. Koon. However, he suggested Hong Kong citizen to tolerate rather than responding impolitely. Revd. Koon claimed, the one-entry permit may affect the willingness of mainlanders to visit Hong Kong. “Now, you can see there is not that many mainlanders in Causeway Bay, as they don't want to come anymore.”
