(Next time watch your deadline. Your story is well written which is commendable. But you can improve your lead by adding some dramatic elements to it. For example, you can say " The head of HKTV Ricky Wong threatens to make public a report to counter the government in expressing his dissatisfaction........")

Ricky Wong Wai-kay, the head of HKTV, expressed his dissatisfaction against the latest government statement and criticized it for failing to reveal HKTV’s ranking in the consultation report.

Chief Executive and Exco made a new statement on why two free-to-air TV licenses were issued while Wong was delivering a speech in Hong Kong Shue Yan University this afternoon.

Wong pointed out the statement did not give a clear answer on the ranking of HKTV among three competitors, neither did it has an unfavorable view of HKTV’s plan.

He also criticized that Exco members lacked experience in running a business or operating a TV station and questioned how they could estimate the capacity of the TV market.

Although the statement was unable to reveal any new details to explain the government’s decision to reject his license application, Wong said, he did not see any signs of false statement.

He added that he had no plan to make public a consultation report on hand, yet he was thinking about creative ways to shed light on it.

Tomorrow, Legco members will discuss whether to invoke a powers-and-privileges motion which would lead to an investigation into the government’s decision.

Wong remained pessimistic about the approval of the motion, “But we still have to give a try,” he said.
