“The judicial review wasn’t gonna work,” said Ricky Wong, the Chairman of City Telecom (CTI), while the second largest television broadcasting company Asia Television Limited (ATV) was seeking a judicial review for the free-to-air licenses granted by OFTA.

Wong said that the judicial review made no difference on the schedule of the HK Media Production Limited, which was owned by the CTI. “The judicial review may last for months but it’s still too short to delay our broadcasting” said Wong. The company held the original plan to start broadcasting at Oct 1st of 2012, or Jan 1st of 2013.

“Television production was always my interest,” said Wong, as some views thought he started the TV business because he failed to reform ATV at 2008. Wong said he loved going to the frontline and talked with the crews and artists as it enhance better understanding among the managing and working classes.

The CTI planned to invest two to 2.5 hundred million for five years. Wong said they put great efforts to improve the quality of TV drama, making them competitive to boost the ratings. “We lengthen the time to write scripts and give crews more rights and freedom in the production process” said Wong.

But he showed he worry as his crews had to take marketing strategies into account, which they never needed to consider in the past. “They have to think of other selling points such as having better characters design other than selling story only,” said Wong. He said the company had provided trainings about Enneagram to help writers and crews when they depicted characters’ personalities.
