Rumor about Leung’s confidential speech in ExCo is not a scandal

Commanding PTU to tackle potential riots in the July 1st Rally in 2003 was reasonable, says former Security Minister.

HKSYU, Mar 20-Mobilizing Police Tactical Unit (PTU) to maintain order in demonstrations is not a horror to public.

Peter Lai Hing Ling, former Secretary for Security, revealed the usual practice of government officials and the Executive Council not to be involved in mobilizing police units, for most scenarios are in emergencies require prompt decisions. ((good))

‘It’s just ordinary to mobilize PTU to maintain order in rallies,’ said Lai.

Public agenda recently is focusing on Henry Tang Ying-yen, a candidate of the CE election and the former Chief Secretary for Administration, revealing confidential speech about the positive attitude of Leung Chun-ying, another candidate of CE election and former convenor of the ExCo, to get rid of the scene of July 1st Rally by PTU.

‘Citizens should not be too sensitive on normal mobilization of police officers and application of minimum violence while they are performing their duties. They need not be over-worried for any political concerns behind. Otherwise, Hong Kong would be chaotic,’ added Lai.

On July 1st, 2003, over 50 thousand citizens went on a protest for the weak governance of Tung Chee-hwa, the former Chief Executive. The rally was taken place peacefully without any riots.
