Hong Kong people should enjoy their rights to vote and nominate their leader under real Universal Suffrage, Lai Man Lok, the spokesperson of Scholarism, said yesterday in an university talk.

LAI stressed that a real Universal Suffrage means the citizens of Hong Kong, not only can exercise their rights for referendum , but also enjoy their civil rights to nominate the contenders of the Chief Executive. However, this viewpoint was criticized by the basic law committee.

Maria Tam, one of the basic law committee disapproved to propose the program proposal, citizen nominations, suggested by the Scholarism because of the clause stated at the Basic Law. According to the Basic Law Article 45, The Chief Executive of the HKSAR shall be selected by election or through consultations held locally and be appointed by the Central people's government. The method for selecting the Chief Executive shall be specified in the light of the actual situation in the HKSAR and in accordance with the principle of gradual and orderly progress. The ultimate aim is the selection of the Chief Executive by universal suffrage upon nomination by a broadly representative nominating committee in accordance with democratic procedures.

TAM said that the way of citizen nominations was only a folk activities, involving people rather than government in consulting nature, it is impossible to become a part of the nomination process for the Chief Executive's Election as the contenders of the Chief Executive are not nominated by a broadly representative nominating committee in accordance.

And LAI dissatisfied Tam's viewpoints and satirized her as a "copy cat" of the central people's government and repeated the words stated by Qiao Xiao Yang, the Chairman of the Legal Committee of the National People's Congress. LAI reaffirmed that's not the way of a real Universal Suffrage that Hong Kong people want. --115045 2013年10月15日 (二) 18:09 (UTC)
