The expenditure of government is too cautious.

According to the result a survey from Hong Kong University, the dissatisfaction of the new Budget (increases-vt) in the past few days. Now TV Senior financial reporter, Chiu Sin Chun commented (x) the new Budget (x) was "no idea and contribution.”(quote unclear)


Now TV Senior financial reporter, Chiu Sin Chun, who attended the General Assembly of Hong Kong Shue Yan University, thought "The new budget is only a piecemeal (gap?)." He said the government did not follow the (pervious) policy, and did not put forward any new ideas either. Therefore, the new Budget (is totally "no contribution"-check grammar). He believed that the accountability system (which?), which made the officials lack of creativity, was one of the reason that led to this result.


Chiu Sin Chun thought the expenditure of government is too cautious. Cutting (its?) coat according to its cloth is useful only when there is economic depression. So it is (no) necessary at this monument. He said that “The general direction of the Government (Budget-no need for cap.) is to obtain the future income by current expenditures. For example, more resources should be allocated to education, in order to promote the future social development.


Chiu Sin Chun also criticized the issuing of IBond .He (x) dissatisfied the income of ten billion iBond was saving instead of investment. He believes “It does not help the grassroots to fight against inflation. (need to elaborate on iBond, cannot mention it at the end without explaining what it is about)
