Director of the Lingnan University Public Governance Progamme, Li Pang Kwong, complained that Hong Kong does not provide enough opportunities for politician prospects, and the administrations after reunification does not have the skill set or the mind set to pull it off.


“The Hong Kong political system never had any autonomous experience.” Li stated this Tuesday, when he was giving a speech in HKSYU.


“For instance, selling Housing Society’s properties to the Link is a good financial decision but a huge political mistake,” Li added. “These public properties could work as a tool to ease public tension.”


The annual budget for year 2012/2013 planned for the government to pay 2 months rent for public housing tenants, measure as such could tranquilize negative opinions as those renters would think twice before they join the protest rally.


With the recent national education movement, controversial NE New Territories development planning, the Link allegedly forcing micro local business to shut down and all those societal issues. Li believes that there is a hope, but a rather long term one to fundamentally resurrect the situation.


CY promised to establish an institution of public governance in his election campaign, Li pointed out that this plan would work much better when the universities are developing aspiring politicians.


“We cannot blame a single individual for today’s bad policies, the entire Hong Kong has to take responsible for that, but it is a sure thing that those with the power to make decisions have to take more.” Li said.
