CHUNG SHU TING- The Reverend Peter Douglas Koon, Provincial Secretary Genera of Hong Kong Sheng Kung Hui said that the tightened of the individual entry scheme will only worsen Hong Kong-mainland contradictions.


Provincial Secretary Genera of Hong Kong Sheng Kung Hui the Reverend Peter Douglas Koon pointed out that there are different ways to combat parallel importers, like conducting selective examination on travellers.


“Tightening of the individual entry scheme is like retaliation, the whole point of one country two system is to draw us (China and Hong Kong) closer to each other.”


Parallel imports activities has affected Hong Kong citizens life recent years, especially those living in the new territories, many blamed the multiple-entry permit that is issued to Shenzhen citizens under the individual entry scheme.


Individual entry scheme was launched in 2003, after Hong Kong tourism suffered severe blow from the outbreak of SARS, however Hong Kong government has stopped the issue of the multiple-entry permit on April 13 due to the growing anger on parallel imports activities.


The new visa allows Shenzhen citizens to visit Hong Kong once on a weekly basis, according to survey, last year more than 14 million Shenzhen citizens travelled to Hong Kong under the individual entry scheme, scrapping the multiple-entry permit is expected to cut the number by a third.


However, Reverend Koon said that the timing is essential, the timing of cancelling the multiple-entry permit is not right, “it is important to have administrative actions taken specifically towards parallel imports activities, but not to all mainlanders.”
