Standard Working Hour will in progress

Minimum Wage has been working out in Hong Kong for five months. People are now concerned about Standard Working Hours. Secretary for Labour and Welfare, Matthew Cheung Kin Chung, promised the Bureau will finish the policy studies of Standard Working Hours before the term of office ends.

There will be detailed information about how the policy launched in the Policy Address. However, the policy setting of Standard Working Hours is more complicated than that of Minimum Wage. “As the favored targets of Minimum Wage are a minor group, that of Standard Working Hour are all the employees in Hong Kong,” said Cheung.

There are several steps to setting up the policy. First, they have to take foreign countries experiences as references, and study why they succeeded or failed. Second, they have to collect data on Hong Kong employees, such as their gender, career, annual income, and etc. The Census and Statistics Department will collect the data soon and have research results in the coming year. Third, they have to objectively estimate the future direction and bases of setting a Standard Working Hour policy and let citizens discuss.

Cheung said, “We are evidence based. If in doubt, leave out.” He reckoned that it is important to analyze the evidence and have to let the corporations adopt patiently. He also claimed that Government has led changes after a loophole was found.
