(Your title was too wordy and hard to grasp. A better title would be "TVB rebukes idea of competition promotes improvement." What did you mean by "convenience TVB to accept...."? By SIU, Hnag Nam, 2012-01-22-Mark Lee, Executive Director and Group General Manager of TVB, said, TVB applied for judicial review on the matter of issuance of free television licences because the government did not make clear the “game rules”. He said only fair and objective criteria can convenience TVB to accept the issuance of new licences.

Issuing more free television licences has been said as a measure to improve the quality of free television production. Lee, however, oppose the idea of letting free market decides which of the televisions survive. The reason he provided was that when competition becomes keener, income of each fall. Quality will therefore being adjusted according to the budget.

“It (the judicial review) is for the sake of the whole industry”, Lee said. He said the market research on free television in Hong Kong initiated by the government reviewed that, the capacity of Hong Kong’s free television market can only allow a so-called “healthy” co-exist of two free television. Lee interpreted the so-called “healthy” as business friendly, in which every free television operator should have a positive return.

Raymond. R. Wong, a veteran journalist, also the former assistant director of TVB, had said, on 12 December, 2012, the government has no responsibility to guarantee the profit with the issuance of free television licences. He said the government should issue the licences and let the free market to decide which one should survive.

Lee predicted HKTV, if the free television licence is issued, would at the weakest position among TVB, ATV, and HKTV. He said TVB is continuously earning appreciable profit; ATV is having a little loss; HKTV is predicted, by Lee, to having an expense of four to five billion every year. But he did not mentioned about possible income of HKTV.
