TVB Executive Director and Group General Manager Mark Lee Po On said the government has the responsibility to maintain a stable and sustainable TV industry.

He said the former Broadcasting Authority failed to provide a lawful competition analysis informed by correct findings of fact. He though there are no findings supporting the industry can involve more TV licenses. TVB has applied to the High Court for a judicial review in order to delay or stop the issue of new free-to-air TV licenses.

He said the industry should develop healthily and sustainable. The profit of the whole TV market must be bigger than the cost of the whole market. He analyzed that the profit of TVB will be still positive but decreasing in future. ATV will still in loss while the Hong Kong TV will not be able to earn money within three years.

He said. “It is not a healthy development for TV industry.”

The investment of advertising in TV remained unchanged at 3.6 billion from 1996 to 2010. Lee thought the advertising market which is the main revenue of TV would not be bigger despite there are more free-to-air television markets.

He said, “Although there are more restaurants in a residential area, people will not have more meals because of these.”

He said, if the government can explain why there is a need of more free-to-air television markets, TVB will not reject it. “TVB is not afraid of competition,” he said.
