Television Broadcasts Limited's (TVB) executive director said at a university speech yesterday that TVB was not blindly opposing government to issue more free-to-air TV station license.

Many people have requested the government to issue more free-to-air TV station license recently, but Mark Lee Po On, who is also TVB's group general manager, said the market was too small. Lee used Commercial Television, the third local free TV station in1970s and it bankrupted eventually, as an example to prove that the market cannot accommodate new TV stations.

TVB recently applied for judicial review to stop the government issuing new TV licenses. Lee said TVB was not blindly against new license issuance.

"New license issuance affects public interest and it is not good for the media ecology," he said. "Appropriate competition can make improvements. But destructive competition may cause regress. TVB is not afraid of competition, but we need a fair license issuance system.”

Raymond R, Wong, the chairman of Communications Authority Broadcast Codes of Practice Committee said previously that the government has no responsibility to guarantee every TV station can make profits. But Lee believes that government does have the responsibility to ensure the TV industry have sustainable development. Lee said the government should evaluate the market size and how many free TV stations the market can accommodate.
