HONG KONG, JAN 22 - TVB has urged the government to conduct a comprehensive consultancy report on the possibilities of granting new television licenses as the authority has worked behind the door without consulting the existing TV stations for opinions.

TVB Executive Director and Group General Manager Mark Lee Po On said that it is “ridiculous” for the government consultants to get the full picture of the TV industry without consulting the existing TV stations for research before releasing the consultancy report.

He stressed that TVB has no intention to rule out new competitors and continued to enjoy its monopoly over the Hong Kong free television broadcasting market, but he emphasized fair competition and the sustainable development of all the free TV stations in Hong Kong.

“The advertising revenue of TVB is around 2.9 billion and the amount has not grown over the years but we are not afraid of competitions,” said Lee.

Lee said that the competitions of the advertising sector and profitability of the company do not just reduce to the contention between free TV stations but all the media in the industry.

He suggested that the government should publicly and clearly state “the upper acceptance limit” of free TV stations by 2015, when the licenses of TVB and ATV would expire.

Lee quoted the “inch by inch” findings issued by the government consultants that it is expected that there are only two TV stations can survive “healthily” with a well balance on profit and expense in the coming future.
