Cheng Yiu-tong, the non-official member of the Executive Council of Hong Kong,said the speech by Zhang Xiaoming, the director of the Liaison Office of the Central Government in Hong Kong, has been misinterpreted.

Zhang Xiaoming controversially commented about the Chief Executive of HKSAR is far above the legislative, executive and judicial powers.

“It (the comment) does not means the Chief Executive is the emperor and need not to comply with the law.” said Cheng.

“It should be read through the whole passage instead of garbling part of the sentences.”Cheng also said Hong Kong has never implemented the separation of powers while the three branches of the government should coordinate with each other.

As the Honorary President of the Hong Kong Federation of Trade Unions, he believed the labor-employer relation should not be against which must not damage the interest of labor. And he said striving for the highest benefit to the employer.
