PUN Kwok-shing, the former Director of Planning HKSAR Government, stated that the public space of East Wing Forecourt (the Forecourt) of the Central Government Offices should be regulated.

Government set up railings to block and restrict the entrance of the Forecourt The Occupy Central advocates and related organization claimed that the Forecourt is the public space for people use. The government has no rights to build and blocks to restrict the entrance. They asked the government should re-open the Forecourt for public use. Pun said, people should not misunderstand the word ‘Public’. Public facilities or space can provide a free area for people use with regulations in order to manage the area. He said, people except the Occupy Central protest movements are allowed to use the Forecourt after the application.

North East New Territories New Development created arguments in rural area. People living in rural area claimed that they are forced to leave their home with less notice received from the government. Pun explained that the project was proposed before 30 years ago and suggested in the Hong Kong 2030 Planning Vision and Strategy in 2007. He stated that Hong Kong citizens pay less attention to the survey and studies issued by the government.
