The HK gov has power to use riot police, said former Secretary for Security

The 1,200-member Chief Executive Election committee will vote in order to choose the fourth Chief Executive of Hong Kong Special Administrative Region. However, one of the candidates Leung Chun-ying is now facing the accusation from Henry Tang(punctuation) who said Leung wanted to use riot police to quell the protestors. However, the former Secretary for Security of Hong Kong Lai Hing Ling said Hong Kong Government has the power to decide whether (infinitive marker missing) use the riot police or not.

“Use riot police to suppress the protestors has a long history, even in 1980s, Hong Kong has used riot police to quell protestors, it is the political responsibility to decide the degree of (using the police-place after force) force,” said Lai Hing Ling.

Furthermore, Lai Hing Ling admired (the fact) that the government has the power to decide when use the riot police, but he said the public should focus (preposition) whether the government has use over violence to treat the protestors or not.

Besides, Lai Hing Ling said Hong Kong is now facing three main problems which are population policy, a common goal of the public and the public participation of the public policy. “The population policy if very important to the society, since it affects all other parts of the society,” said Lai Hing Ling. He points out that the situation of children who born in Hong Kong but both of their parents are not Hong Kong citizens (are-sva) getting worse. Lai Hing Ling said the new government should tackle the root of this problem.

“The society should have a common goal in order to create a social cohesiveness,” said Lai Hing Ling. But Lai said although the government now tries to set a platform for the public to discuss policies, the public engagement is not really enough. “The Public is an important part (for the public?) to set a new policy,” said Lai Hing Ling.
