The West-Kowloon Development Plan Need Revision

By SIU, Hang Nam, 2012-04-23-KP Cheung, Associate Professor, Architecture, HKU, propose that, the West-Kowloon Cultural District development should be revised to meet the changes on neighbouring land use and to accomplish a geo-geometric wonder. He also proposed an underground mall to achieve better land use.

Cheung said that the West-Kowloon Cultural District development land use plan was decided in 2006, when the project of the Express Rail Link had not been started, so the planning did not considered a major transportation land use neighbouring the district. He said that it is now a good chance to revise the development plan to be more adoptable to the Express Rail Link.

‘This revision does not even need the approval of the Legco’, said Cheung. He proposed a shopping underground, so that the district can be financially self-sufficient. A shopping mall can also be a supporting facility to the Express Rail Link, as the existing nearest mall to the proposed land of the Express Rail Link station is Element, which is still at least 15 minutes away from the proposed station.

Cheung’s ultimate goal was not to utilities the land use of West-Kowloon Cultural District. He found that there would be the existence of a golden ratio if the reclaimed shore can be modified a bit. He said there can be exhibitions held in the district about golden ratio in architect.
