The number of free-to-air licensed broadcasters which Hong Kong can handle needs to be seriously considered, and the government should not let any existing broadcasters go bankrupt, said Mark Lee, executive director and group general manager of Television Broadcasting Ltd. (TVB).


Lee said that the broadcasting industry has high standards and many restrictions, since the production of broadcasters affect public interest - that is the reason TVB is appealing for judicial review over the issue of approving new free-to-air TV license for three broadcasters.

"TVB is not afraid of any competition. In fact we welcome competition, but we are just concerned about the quality of shows that will be produced in the future in Hong Kong," said Lee.

Lee claimed that broadcasters are expected to bear social responsibilities, need to produce programs which will not help gaining profits, such as programs for children and women, and English programs in Channel Pearl.


Lee noted that the amount of broadcasters in Hong Kong should not be unlimited, since the industry cannot bear so many TV operators.


Lee also disagreed with the argument that "Competition encourages improvement and advancement", saying that the industry needs fair competition, instead of "unreasonable competition", which will destroy the industry. He said he thinks counterparts would use unscrupulous methods to attract audiences.


Lee took Commercial Television, closed in 1978, as an example, stating that the failure of Commercial Television implied that Hong Kong can never adopt more than two broadcasters.


Lee urged the government to rethink the approval of the new free-to-air TV license and said that more consultations about the issue are needed.


“The former department Broadcasting Authority did consultation before, but they never ask about TVB’S opinion, just treating TVB as one of the normal audiences, which is unfair. Our opinion over the issue is vital important,”said Lee.
