Hao Tie Chuan, the general director in the Department of Publicity, Cultural and Sports Affairs at Liaison Office of the Central People's Government, talked about the 2017 election of Chief Executive at Hong Kong in Shue Yan University. He emphasized that the candidates of chief executive must love the country and city, which means they cannot against the Beijing Government. He also disagreed with the citizen nomination.

People have to be loyal to their country

Hao said, Hong Kong needs a person who are loving the country and city to implement the universal suffrage, students at Shue Yan University asked him about the definition of loving country and city, he replied that the international society have consensus that people have to be loyal to their countries’ constitution to be the leader of a city or country. He continued that the constitution of China is the “mother law”, while the basic law is the “son law”, the “son law” must not override the “mother law”, therefore the chief executive of Hong Kong has an obligation to support the socialist system at China.

Disagree with the citizen nomination

For using what forms of election to have universal suffrage at Hong Kong, Li Fei, the chairman of the Basic law committee said that the candidates of chief executive must be nominated by a nomination committee, Hao agreed what he said, he added that citizen nomination or political party nomination are not suitable for a universal suffrage since a nomination committee can have a broadly representative of Hong Kong people and also conform the standard of the Basic law.
