The Community Chest has existing value as it covers organizations that cannot apply for government’s financial aid, said Louie Tong, the Community Relations Manager.

The Community Care Fund was first sounded in 2010 to 2011 policy address and established at May 2011 for charity purposes with five billion HK dollars injection from the government, making the public concerned it is competing with the Community Chest.

“There are still organizations that not covered but The Community Care Fund or other government aids”, said Tong, “many charities with specific aims or backgrounds cannot apply for it.”[Who CAN apply for it?]

She said the Community Chest could help charities with religious background as they cannot receive money earned from gambling [by choice, or regulation?]. Extreme case such as the Rainlily [what is this?] relied a lot on them because their aim is not attractive [what is their aim?].

Some criminal cheated citizens of their great heart and donations by pretended to be charities in recent years, raising public awareness about supervision of charities. Tong said they took records to supervise 150 member charities with the government. She said they learnt the importance of transparency after the Guo Mei Mei incident in mainland China [please describe this incident in some detail], considering an inappropriate use of donations to the Red Cross China.

Tong said members would supervise each others to prevent competitions [competition among... different charitities? Your sentence is unclear.]. “They would cooperate to avoid using similar titles and raising fund or selling flags at the same day,” she said.
