(That was heavy accusation: The government being silly! Your lead dealt with the Link REIT issue that took place in the last administration. Li Pang Kwong did not mention the word silly, shortsighted, maybe. You should be more prudent when writing headline, especially when making accusation. You owed one important explanation to your readers which was the relationship between the Housing Authority and the SAR government. The HA is a statutory body established in April 1973 under the Housing Ordinance and so it is a government agency. Only when the readers understand this would your accusation become valid. Li said if the HA did not sell the asset to Link REIT, the asset could become a "調節社會矛盾工具". The English translation I could think of is "a mechanism to relieve or assuage social discontent")

Selling shopping malls and car parks to Link REIT was a silly action that showed the former Hong Kong government hadn't fully considerations on every aspects, said a scholar.


Li Pang Kwong, director of Public Governance Programme of Lingnan University said today in the general assembly of Shue Yan University, the former government allowed the Housing Authority to sell their shopping malls and car parks to Link REIT was just based on the economic benefit, ignoring the political effectiveness of the government.


He said, the Housing Authority was lack of money at that time, but the government were not willing to put in money, so it sold its shopping malls and car parks to Link REIT to earn funds." The government is so silly that it lose a tool that can regulate social conflict just because of tens of billions," Li criticized.


"Those shopping malls and car parks are public assets, the government may reduce the rent when facing economic depression in order to ease their tenants' economic pressure, but the private company(Link REIT) won't," he explained, " therefore, social conflict created, thus lead to the protest of the retailers."


Li concluded the incident showed the government was lack of skills, sense and mind-set, governance was affected as a result.
