The middle class benefits the most in the new city’s Budget

The 2018-19 Budget was rolled out. Due to the lack of cash handout, many citizens commented that it was the worst city’s budget ever. Agnes Chan, the Managing Partner Hong Kong & Macau Ernst & Young, expressed that giving cash handout could not benefit the economic development.


“The Financial Secretary of Hong Kong, Paul Chan gives cash handout to the middle class specifically,” Chan said. The Budget includes several policies which could surely satisfy the middle class.


She emphasized that the new tax and tax rate were proposed. Meanwhile, rates concession and the increase of allowance were also mentioned. Therefore, the tax burden of them would be lowered.


On the other hand, “N have-nots” didn’t receive specific benefits in the Budget. Agnes Chan commented that the Hong Kong United Foundation is giving a helping hand to the “N have-nots”.


She expressed that “N have-nots are people who are self-reliance.” Instead of the government, the HK United will provide help to them.


Although the government predicted that there will be a financial surplus in the coming five years, she agreed not to give cash handout. Instead, she believed that more investment could be made in several sectors. Great demand was found in health, education and retirement.


“The government should use fiscal reserves wisely,” she said. Chan thought that giving handout could not better Hong Kong’s economy in long term.
