Mr. Cheung Che Kong, the Executive Director of the One Country Two Systems Research Center held a talk in Shue Yan College today titled “One Country Two System Research Institute: Its roles and functions in Hong Kong” in order to explain the mission of the organization.

He stated, “The One Country Two Systems Research Center is a kind of “think tank”, which means it has three criteria and they are: non-government, related to knowledge and related to the public policies.” Think tank is to gather knowledge form the non-government circles and turns their opinion into the public policies.

However, although it is related to public policies, think tank should have any relations with the government. It is because think tank is doing something related to knowledge, so what it done should not relate to political, it should remain neutral all the time.

Some people may think that think tank is very similar to some consultant company, but it is not the truth. “Consultant company is a business, it is commercial and it only serves for particular company while think tank operates individually, it will not serve any particular company.” he explained.
