Diplomacy is important to a country so that a Commissioner’s Office in HKSAR pointed that China was always concentrate on Diplomacy policy which included independent, peace and cooperation and China was always concern at America.

Zhan Yong Xin, Deputy Commissioner of the Commissioner’s Office in HKSAR shared his feel on the current international situation and the diplomacy of China in Shue Yan University yesterday. He argued that China had her own diplomacy policy and would always focus on America.

Zhan thought when we talked about International situation; we should have an overall view to the world. He pointed that although international have conflict, no war would appear. “Because all the countries have not mutually resistance and they know development is the main goal.” said Zhan.

Zhan thought that America is still the powerful country in the world. He pointed that “in 2007, America GDP occupies the whole world 25.7%, which reduced 5% from the last century.” However, the America military expenditure still stood on the top of the world and being other country military expenditure sum total. Besides, America film products also occupy half of the whole world. America was so that the main concern in China's foreign policy.

However, Zhan believed “America will no longer solely be the most powerful country in the world.” He explained that the strengths of Russia, Japan and China were growing sharply which could balance the situation now.

He summarizes China's foreign policy was independent, peace and cooperation. Independent meant China did not attach to any country. Peace meant regardless of internal affairs and foreign policy, China Insisted to run peace development route and peaceful coexistence and used peaceful method to solve conflict. Cooperation mean China would not do any monopoly behavior.
