The president of the Taxation Institute of Hong Kong said Hong Kong should start discussing whether to introduce a Goods and Services Tax (GST) this year.

In order to deal with the structural deficit that may emerge after seven years suggested by the financial expert group, broadening Tax Base seems to be the way out to increase the government revenue. Joseph Yau, The President of The Taxation Institute of Hong Kong said GST is the fairest tax as it follows the principle of user pays.

Yau said GST is also easily assessed and can drive up huge revenue for the country.

He said, for example, 16.7% of Japan’s total country revenue comes from its GST that set to be 5%.

He said it is unreasonable to think that once a country sets up GST, people would refuse to visit it.

Yau said when Japan first set up GST, the number of tourism in the first few months dropped a lot, but its rose after eight to nine months.

He said the implementation of GST would affect the country’s G.D.P in the first year but “How it would affect the G.D.P. is viewed in long term circumstances.”

He continued, it is the right time to discuss the establishment of GST in Hong Kong now or by next year; otherwise, it would be too late to consider it in 2016 or 2017 as people would only focus on legislative council election and universal suffrage respectively.

“If GST is consulted in 2016 or 2017, it would only become a political weapon.” Said Yau.
