Tong: Prudent investment to protect public interest

Louie Tong Hang Shan, Community Relations Manager of Community Chest, stressed that the administrative cost of The Community Chest is subsidised by a huge annual grant from The Hong Kong Jockey Club and returns from prudent investment.

"We are proud to be one of the few fund-raising bodies in the world who assure our donors 100% allocation of funds gathered to our beneficiaries without any deduction for administrative expenses.”

However, (student) criticized about the standard of “prudent investment” to “keep the fund rolling”. “Every single investment is related to risk, how can the fund ensure that there will be no loses at all? I think it is improper for a charity to conduct investment by the fund raised from public.”

Tong Hang Shan explained, the aim of the investment is to raise the total amount of fund. “Although there are losses, of course there are, we lost during the financial tsunami, but in long term our investment is not risky, we are trying to make it sustainable.”

"We strike to act as trustee of the donors and allocate funds raised prudently to our agencies to strengthen and maximize their services to the needy,” she added

Tong said, Community Chest obtained a $700 million reservation which mostly saved as deposit and only small amount of them will be invested. An investment committee of 6 which formed by reliable, professional bankers and financial investor, will ensure that the investments are stable, moderate and low-risk. “Most of our investments are bonds and notes, keep the capital is on top of all considerations.”
