Vision is needed for the Budget

The 2012-13 Budget (has been released last Wednesay-change vt). “The Budget is too conservative.” said Chiu Sin Chun, Now TV senior financial commenter. “It has no vision and it can solve temporary problems (only-place word earlier for emphasis).”


Gov’s responsibility (in) ibond


“Ibond”, has been brought out in the budget, which indicates there will be 10 billion appropriation by the HKSAR Government to anti-inflation for 3 years (unclear sentence, lacking linking words). Chiu thinks ibond is only aiming at keeping the purchasing power under a stress of high inflation rate. “It is unfair to the (poverties-incorrect use of word).” Chiu said as ibond need to take charge of tax payers. If tax payers do not (but?) ibond, part of their money will be lost and turn into ibond holders. In Chiu’s opinion, it is not reasonable to have tax payers to take the responsibility to protect the purchasing power in Hong Kong. It’s (totally?) the government’s responsibility.


Unacceptable to have no vision


Chiu disagree (x) the budget as it is conservative. He claims that John Tsang, the Hong Kong Financial secretary, does not have any vision in this budget. In this case, proactive intervention is needed for the Hong Kong citizens. Therefore, the quality of the Budget (can be controlled?).

The latter half should not have a new title for 2-3 sentences. It makes the article lack symmetry, either elaborate more on the second part or leave it out.
