Waste Charging Will Be Launched in 2016

Bernard Chan, the chairman of the Council for Sustainable Development, gave a talk about waste charging at Shue Yan University today and he emphasized that this method is necessary to proceed in Hong Kong although it is disturbing.


More a half of the waste (52%) in Hong Kong delivers to landfills everyday whilst other countries’ only proceed very low percentage of the waste (Singapore 1%, Taiwan 1% and Japan 0%). Reduce the Waste at Source is popular in other countries and it does really work in reducing the waste. This method has been discussed for 20 years in Hong Kong, however, the public did not support and this hesitation even worsened the problem. Chan said, “If the waste charging scheme is passed, it will be launched in 2016, the sooner."


The Council for Sustainable Development thought that Waste Charging would be a possible way to achieve “Reduce the Waste at Source”. They considered Taiwan and Seoul ’s scheme for Waste Charging , especially the “Charging plastic bag”. Now, this scheme is welcomed by those environmental organizations, scholars and most of the citizens.


Chan also pointed that the waste charging habit will definitely change the attitude of over packaging. “People will refuse to take the package away with them, and the shop will realize the market do not want package anymore,” said he.
