HONG KONG, MAR 20- (art)Population policy is crucial for any government in the world, as its blueprints and projections about future population growth affect (the-delete) other policies, including healthcare and education policies.(good)

Peter Hing-ling Lai, honorary professor of Department of Politics and Public Administration, University of Hong Kong, stressed that the population policy is “the basic core” of the governmental administration.

“Every single point drop or rise of annual birth rate affects the budget of (future ruling?),” said Lai.

Lai explained that the more babies are (given born-revise), the higher the needs of extra resources and manpower for medical care sector, and along years after the “baby bloom”, budget for education to run elementary schools must be raised.

“(i)t’s a must for the officers to visualize and draft a 30-year development plan, according to every year findings and statistics on population demographics, so as to secure a sustainable development for the city and benefit the local citizen(),” said Lai, who is the former Secretary of Security of Hong Kong.
