(Declaration is not the right term here. The word is usually used in diplomatic language. Your lead spends too much time on history and background and worst of all, you have failed to identify Ricky Wong is the proprietor of the TV station that was refused a license.)

The HKSAR government had just released a declaration on the free tv license issue, explaining the standards and the evidence of adding only 2 licenses. However, the document hadn’t disclosed the evaluations on the 3 applicants and hadn’t stated any evidence on changing the quota of the licenses from infinity to two only. Ricky Wong Wai Kay, Chairman of HKTV, criticized the government’s barbarism and doubted with the disclosure of partial information of the evaluation report.

From 24th May, Wong had supposed the government not changing the standard of evaluation, in which it was meant that the government could issue the licenses at infinity. Moreover, the license would be given when the proposal of the applicants passed. Wong had claimed that HKTV should have passed the standard and HKTV had been achieving their best to satisfy those standards. At the time that if the government could change the standards but not letting those applicants to change the proposal, Wong felt confused and unfair.

Many fans, staff of HKTV and the member of the media industry would join the surrounding of the Legislation Council, supporting for the Powers and Privileges Ordinance to disclose the content of the administration meeting. Wong said that he would not be expecting to compete the license back in his hands. However, he hoped that Hong Kong people would stand up to express their own opinion.
