The chairman of HKTV, Wong Wai Kay, said the main problem of the free TV license disturbance is not whether HKTV could get the license, but the way the government dealt with the issue.

Wong said the free TV license disturbance is no more his individual or HKTV's own problem. "It is about 'what is Hong Kong doing?'" Wong said. He said granting license is originally a trifle, but the way that government deal with it is terrible.

Wong said there are three big problems of the government in this case. One of the problem is the government is too barbaric that they partly quote the content of the consultant report, but at the same time treats it as secret documents. He thought it is unfair to refuse him to quote the other parts of the documents. "The government is even telling lies. According to the consultant report, HKTV is definitely not the bottom among the three competitors, in any areas."Wong said.

Second, he thought it is scary that government and Executive Council can ignore the guidelines of the active policy, keep on saying the number of free license should be controlled, while the policy actually allows granting free license unlimitedly.

He also doubted whether members of the Executive Council have the qualification to judge the industry could only contain five TV station. "Most of them in fact have no experience of managing business or TV related industry."Wong said. "Why do they believe themselves have the ability, even overthrow experts' report? It is really unimaginable."

Wong said he is going to release a statement to challenge government's dishonesty in these two days, as he is still considering how to disclose the facts on the documents in a moral way.
