The claim of not involving political consideration in decision of Executive Council about not licensing HKTV was disagreed by Spokesperson of Alliance for True Democracy, with his saying of nothing from the government was beyond politics.

Joseph Yu-shek Cheng pointed out that everything done and said by the government was about politics and he didn’t understand why Leung Chun-ying claimed that the licensing issue involves no political consideration. “All public policies are politics,” said Cheng. He added that he, as a Hong Kong citizen, would like to have more choices of TV station. “Of course it would enrich our choices while watching TV and I believe that increase of TV channels can brings up benign competition”, Cheng noted.

Cheng noted that the reason why the decision made by the government seemed not approved by the general public was lacking of democracy in Hong Kong. “ The government not elected by the public lacks acceptance and thus cannot govern efficiently”, he said, “and thus it can hardly handle important and long-term problems of people’s livelihood.”He believed this was exactly the problem of a “non-democratic” government.

The consultation for the universal suffrage will be launched near the end of this year, which is too late for Cheng. But he concerned more about the effectiveness of the consultation. “ It is meaningless if the voices of the public cannot be reflected by the policies”, said Cheng. He hopes to see a mechanism that can perform the wills of the public. Cheng admitted this wish might not come true in a shot period. But he would not give democracy up easily: “ I have fought for democracy for many years. I will insist and won’t give up no matter what.”
