Cheung said that before introducing the policy to the public, they still need more figures and in different aspects. One is the figures and experiences of countries that had implemented standard working hour policy. Secondly, he said that they need to have figures on different types of industries. He mentioned that before the implementation of minimum wage, they had made surveys on the lowest income people received. Same with this policy, similar figures are needed on the issue of working hours. As minimum wage is related to standard working hours, they need time to observe the changes of market. They may need around a season to gather related information. Finally, they need to make evaluations on the figures. He said that the policy need to be evidence based so as to convince the companies.

He said that introducing policies for labour rights need to balance both employer and employees, otherwise it is hard to be accepted by the public. Therefore, he said that they need a objective and macro analysis in order to convince the companies. As a result, it is impossible for the policy to be implemented within a short period of time. However, he said that the policy will be mentioned in the next policy address and will be carried out before the end of his term of office.
