Authors and LegCo Members Welcome the PLR Scheme Reported by WONG Chun-ki


The Hong Kong Public Lending Right Alliance Convener, Derek Lee, called the government to pay authors through public lending right (PLR) scheme. This scheme has been launched in the westerns for century for preventing the loss of authors and publishers because of people who borrowing books from public library instead of purchasing books. Meanwhile, the fee is paid by the government.


The city’s public libraries lend books for 50 million times every year while 80% of them is written by local authors. Since other creative production such as music, requires users to pay for the copyright. As a matter of fact, writers are producers, the sales of books are declining whilst the books are being borrowed. It led them to find a side occupation to support their writing.


Lee mentioned that the alliance is supported by 80% of the local publishers and more than 400 authors which included some famous authors, for instance, Chip Tsao. Many members from different parties of legislative council welcomed the scheme being proposed. However, this project did not draw the government’s attention.


Lee added that PLR has been included in the discussion agenda of legislative council, he predicted this issue will be deliberated in October.--115058 2014年4月8日 (二) 21:00 (UTC)
