In Nov 2018, public housing waiting time increased to 5.5 years. Even HK government cancel 150 one-way permits, it cannot cut waiting time of public housing immediately.

“150 one-way permits maybe weaken Hong Kong resources, but it does not mean that Hong Kong government drop out one-way permit can solve the housing problems,” Our Hong Kong Foundation senior researcher Alvin Cheung said at Hong Kong Shue Yan University today.

Cheung said that if government called off 150 one-way permits, the waiting time of public housing will not shorten. The property price will not come back to an affordable level also.

He follows said that housing problem was a long-term problem, it must find a sustainable solution. On the one hand government need to control population, another hand should think about how to increase housing supply.

To focus on long-term housing policy, Lantau Tomorrow Vision was feasible, and it had not any advantages transfer between government and developer, Chan said.

"Through the statistic we know that whether medium or high-income person, their income was lower than last generation," Cheung said.

He said that one of the concepts of Lantau Tomorrow Vision project was increase land supply. If land supply has increased, it can cool down the property market. Citizen was easier to buy a house.

Lantau Tomorrow Vision was a development project launched by Chief Executive Carrie Lam in Hong Kong 2018 policy address which includes the creation of a third core business district by constructing artificial islands with a total area of about 1,700 hectares through massive land reclamation near Kau Yi Chau and Hei Ling Chau of the eastern waters of Lantau Island.

He said that short-term was hard to solve the housing problems. "Housing supply was declined in past 10 years, it made a short supply phenomenon nowadays," Cheung said.

Cheung said government was designing transitional house placed at Industrial building in short term. However, the feasibility of project became another problem.

"Homeownership rate has been declining even at UK and Australia," Cheung said.

In past 20 years, the house income and the property price were same only in 2003. It because of the global economic problems, Cheung said.

"Even my income was increased similar with property price, I was a 'shell less snail'," Cheung said.
