Chairman of the Council for Sustainable Development Chan Charnwut said the nine major parties had agreed the main direction about municipal solid waste charging proposal, but a consensus has not been reached on the details.


The public engagement process about municipal solid waste charging is going to end on 24 January. Chan said today in Hong Kong Shue Yan University that the government “cannot leave aside the problem because of a few groups of people violate the law”. He stressed that it is necessary to reduce waste at source.


He said Hong Kong cannot totally copy the method of Taiwan because there are big difference between the living situation of Hong Kong and Taiwan. Chan said, in Taiwan, there are two periods of time every day for rubbish collection. Citizens have to go down stairs to throw rubbish by their own. But in Hong Kong, there are too many tall buildings, it will cause many inconvenience to Hong Kong citizens.


Food waste recycling is the most difficult problem to be solved. It is because the major use of food waste is to be transformed into fodder for pigs and cows, however, there are only a few farms in Hong Kong, which leads to inadequate demand for fodder.


He added that, municipal solid waste is an issue that must be solved in short time, otherwise every one of the society will be affected as the area of landfill has to be enlarged in the future to due with the problem of more and more rubbish.
