The Community Care Fund is a kind of monster that needs to be monitored, said Lu Tak Ming, CEO of Yan Oi Tong, the charity group of Hong Kong.


The government has injected 1500 million into The Community Care fund in the 2013 budget, hoping to help the needy, however many critics suspect the effectiveness of the fund.


Lu noted that the fund is now similar to a supplementary cash reserve, but he doubted that if the fund can really help the poor.


"The fund may probably run some small scale projects, but definitely not a powerful one," said Lu.


Lu explained that many small scale projects originally running by Yan Oi Tong have been taken by the fund, since many functions of Yan Oi Tong and the fund have been overlapped.


He added that government has provided most of the resources for Yan Oi Tong, and he cannot foresee that if the fund will weaken Yan Oi Tong funding.


" I can't imagine the influences brought by the fund," said Lu.


However, Lu admitted that the government did quite well in supporting the new immigrants.


Lu did not support the implementation of the scheme of entire retirement insurance, since he thought Hong Kong will find it difficult to endorse similar scheme.


" Hong Kong is implementing low tax rate, it is impossible for Hong Kong to sponsor all the citizens' living after retirement," said Lu.


He think society need to discuss it deeply on the issue before the implementation.
