Financial Budget is inconsistent with Policy Address, said analyst

2014 Financial Budget had come out last week, NOW business program co-host Chiu Shin-chun criticized the plan as incapable to tackle the Hong Kong’s current financial problem like losing control of currency, and showing an internal inconsistency within the government.

To Chiu, Hong Kong is facing several problems such as aging population, crisis of currency and tax system, and there is hardly any solution for the dilemma. Chiu, however, thought this is not the worst budget Financial Secretary Henry Tsang even made.

“Hardly can Hong Kong government set up a plan for all upper, middle and lower class.” Chiu thought, “This budget shows an internal inconsistency within the government since it is contradict with Policy Address in many details and wordings.”

Not only is there internal consistency within the government, but also arguments against different policy. Using the tax system as an example, Chiu thought by no means the government can expand conscription of taxes.

“Under the high-land-price policy, Hong Kong government may not expand their tax incomes to other areas, like Goods and Services Tax (GST),” Chiu commented, “the government needs precise calculations of financial budget before any policy is forged.”
