‘The Hong Kong government's biggest problem now is the lack of young elites. As we found out, the new key cadre members of Leung are still not mature enough to handle the government affairs,’ said Li Pang Kwong, director of Public Governance Program in Ling Nan University.

Hong Kong Institute of Public Administration was set up once Leung took up the Chief Executive post. Look back to the past, former CE Tung Chee-hwa and Donald Tsang didn’t notice the problem. ‘The new government knows it’s time to start filling the gap,’ said Li.

‘It would be undesirable if setting up the Institute is the only solution. Our government should walk on two legs by providing on-the-job training and running administrative classes in universities,’ Li continued, ‘including specific knowledge, theories and technical training.’

‘HK government officials lack of the chance to practices. Unlike America, the government provides opportunities for those officials to “practice makes perfect”.’

‘Administrating a city is a hard thing. Being the CE must be a strong person. It is not a job which everyone can do it well.’ Li said.
