HK should make political investment

As Hong Kong's new governing team has been regarded as lacking political skills after taking office for more than 100 days, local scholar said that there is a collective responsibility of poor political development.


Li Pang Kwon, Director of Public Governance Programme of Lingnan University, said the city did not develop skills of policy research which led to the fail of governance after the transfer of sovereignty from UK to China in 1997.


“We never have the experience of autonomy however, we never make any political investment in a bid to facilitate Hong Kong’s autonomy,” said Li.


As CY Leung’s team is planning to establish the Institution of Public Administration for training political talents, Li thought the government should also provide on-job training through courses in the university for incumbent civil servants. On the top of that, Li said the city should provide more practical opportunities for our political trainees.
