The "five rules" addressed by Deputy Secretary-General and Basic Law Committee Chairman Li Fei in the early November, have already fit in with the general protocol and understanding of the international standard, hence it shall lead to a proper result, "All Roads Lead to Rome", said by Hao Tie Chuan, the Director-General of Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples’s Government in H.K.S.A.R.

Hao claimed that the universal suffrage fits the basic law section 44, every citizen has the right to vote and be voted, and it suits what Li mention five rules. Hao also stated that the following public consultation is for the further study of how the system fit with the basic law regulation and the details of the 2017 Chief Executive Election .
