Hao Tie-chuan, Director-General of Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples’ Government in the Hong Kong S.A.R., gave a talk at Hong Kong Shue Yan University today, pointing out that the 5 legislations mentioned by Li Fei, the chairman of the Basic Law Committee, were unanimous to the universal suffrage of international society.

Those 5 legislations included one person one vote, the right to be elected, unlimited nomination rights and fair and reasonable system. Hao said that these 5 legislations were unanimous to the universal suffrage of international society, it is no necessary to seek for the so-called standard program designed by the western experts.

He further explained that there is no unified answer about universal suffrage. The elective standard should be solved by the country. He added that Hong Kong can not be applied by those programs of sovereign state as Hong Kong is not a individual sovereign state, but a special administrative region of China.

Hao also emphasized that the nomination system should be kept, however, he did not agree citizen nomination and party nomination as they may cause too many candidates and he did not want some parties send specific persons to enter the election purposely.
