Hong Kong Not Following Taiwan’s Waste Charging Method

“Hong Kong will not follow the offence-report system of waste charging scheme in Taiwan since there are split up in Hong Kong society.” Bernard Chan Said.


For the execution, Bernard Chan, the Chairman of the Council for Sustainable Development, said that Taiwan is using an offence-report system which operated by neighbor monitoring and each penalty fee will be shared by the government and the one who reported. But he think that it is not suitable for Hong Kong because of the split up society. Taiwan is a successful example for Hong Kong, as only 1% of waste will send to landfill, compare to Hong Kong 52% waste send to landfill. But Bernard don’t think that Hong Kong can copy the method of Taiwan. Bernard even considered to send waste to Guangdong since there are garbage incinerator idled, but he think it’s difficult as there may be some Guangdong residents against it.


Waste charging scheme will launch at 2016 in Hong Kong. “Municipal solid waste is the crucial thing for waste charging scheme, “Bernard Chan said. He also mention that there are consensus in the price and charging method in most parties as confirmed for price lower than $30 for the each plastic bag fee as well as charging for each household. “Charging for plastic bag is encouraging garbage sorting”, Bernard said.


“Hong Kong government will deal waste problem with three direction”, Bernard said, which includes garbage incinerator, increasing landfill spaces and waste charging scheme. Since there are long time to see the effect of Waste charging scheme, increasing landfill and garbage incinerator are important for alleviating the waste problem.
