(Instead of to "make" a charity law, it should be to "enact" or "legislate" one. You quoted Lu as saying if the law is too tight, it would strangle the development of the non-profit service organizations. You should give us some example of how the development of some of these NGOs might have been bounded. Lu told us about the story of how Yan Oi Tong initiated the idea of promoting environmental awareness through the "students environment ambassadors" program, a rather avant-garde concept in those days that Lu fears would have been squashed today if the law is too strict.)

Lu Tak Ming, CEO of Yan Oi Tong thinks Hong Kong has a need to make charity law.

Lu claims that there are some institutions using the name charity to extract money or even cheat people. However, those organizations are registered under the Section 88 Of The Inland Revenue Ordinance. However, under current situation, governmental departments such as Home Affairs Department or Television and Entertainment Licensing Authority do not have the ability to regulate those organizations. Therefore, there is a need to make charity law in the city.

However, Lu suggests that the law should not be set tightly. Otherwise, the development of charitable organizations may be bound.
