Mainland parents with babies born in Hong Kong should be encouraged to move to Hong Kong and to alleviate the aging population problem, independent policy think tank Bauhinia Foundation Research Center says.

The Research Centre last month issued a "Hong Kong 2030 Population and manpower needs" with people criticizing the suggestion of encouraging mainlander’s ability.

“If the government does nothing to face this issue, the mainlanders will just continue to enjoy our welfares with no contribution. Uplifting the mainlander’s skill is a way to solve the problem of low labor force and low birth rate.” said Lau Ming-Wai, the vice-chairman of the research center.

There is certain difficulty to encourage the fertility rate in Hong Kong with little effective incentive from the government. The report also pointed out the cost of raising a child to 22 years old for the middle class of Hong Kong need to HK$5 mn and it will rise up to $8.6 mn after 22 years with the inflation which bring more burdens for couples to raise a child.

He said, women in developed countries have a tendency to give birth two to three children and continue to work, because the country provide excellent childcare. He believes that with comprehensive improving the service quality of the childcare in Hong Kong can ease the reluctant for couple to give birth.

Peter Lee Ka-kit, a son of property tycoon Lee Shau-kee, complained the Hong Kong university’s public opinion program releasing polls at “critical moments” with findings unfavorable to the chief executive election and proposed setting up a new agency to conduct research for Hong Kong issue. Regarding to Lee’s suggestion, Lau says” Our research center may not have such an ability to conduct large scale research to different social topics. Sometimes we also do outsourcing some projects to these kind of university public opinion program.”
