Mr. Joseph W. P. Wong criticized government for not arranging charter flights until a Hong Kong citizen died in Thailand.

Mr. Wong was a government official, he has been Secretary for Education Bureau, Civil Service Bureau, Commerce, Industry and Technology Bureau, HKSAR. Now he is retired but he is still very concern about the government policy.

He pointed out that the government was responsible for arranging charter flights to pick up Hong Kong residents from Thailand safety. However, the government’s response was so slow. Even Macau government can arrange charter flights, it was necessary for Hong Kong government to do the same, but it did not until a citizen died. Mr Wong urged the government to explain clearly the reason for not arranging charter flights and the change of decision so that it gained public’s understandings and comments. Also they should improve their skills of crisis management.

He also said that according to Principal Officials Accountability System, an accountable official should take up the responsibility of charter flights. It did not mean that government official must quit due to this wrong decision, but at least he should explain clearly to public.

Talking about Donald Tsang and the election system of chief executive, he said that the chief executive was not produced by a general election. Hence the citizens would easily dissatisfied with the chief executive and tend to not tolerate his mistakes.
