The aging population problem becomes more and more serious in Hong Kong. Nowadays, one in every eight Hong Kong people is aged 65 or above. It is expected that the problem would even worse in 2033. There would be one in every four persons is an elderly.

"Population is the most important thing for a place or a country," said Lai. "As the total number of elderly would be doubled after 2 decades, it is necessary for the new Chief Executive to solve this problem."

Although there is a steering committee chaired by the Chief Secretary which aimed at reviewing population policy, Lai thinks that the works done by the committee are not enough.

"As I remember, the committee has only issued a report in 2002," he said. "There are no more suggestions purposed by it." He stressed that the new Chief Executive should pay more attention on population policy.
