(Your title is clear and to the point. It is better to use the term universal suffrage instead of "general election". It is more appropriate to describe Tai as the initiator of the movement. BTW, what is a "liver insurance"? Liver is an internal organ of human being. Tai said the constitution is a law ordinance with life which should progress with the time. It is Positional Objectivity" instead of positional ration. Save for a few questionable usage of words, your report is rather good.)

Tai Tiu Ting, the proposer of Occupy Central, said raising the crisis was to solve the conflict. Tai doesn’t want to occupy Central, but coming up an acceptable proposal for Hong Kong and Beijing government by discussing in public.

Tai quoted a theory from a US scholar called “constitutional movement to explain nowadays constitutional conflict between the public and the chapter-drafters. Tai described basic law as a liver insurance, which its wording is vague and it would have many different explanations in different time. As the public expectation and the power have different explanations of the constitution, there is a conflict. Tai hopes through Occupy Central, an alliance corporation, to get two parties move and finally would come up an acceptable general election proposal.

Tai also said a theory called “positional ration” to explain every parties have a reasonable position of viewing general election. The Beijing government thinks there should have a filtration before electing the Chief Executive voted by Hong Kong voters, which is based on “one country, two systems”. However, Hong Kong citizens think general election should be popularize and fair based on the international standard. Due to positional ration, there is a conflict and difficult to have a consensus.

To deal with it, Tai suggests getting parties move to familiar parties’ thoughts so as to have a consensus. That’s the reason why Tai holds deliberations instead of planning the details of Occupy Central. Tai said Occupy Central was just a trick to making tension to come up different suggestions in the society due to the uncertainty. And Tai thought it was successful. However, Tai can’t ensure parties won’t be polarization. Tai hope the crisis should let all parties aware and deal with it by communication.

Occupy Central is a civil disobedience which according to Martin Luther King. It is illegal, non-violent, righteousness. Tai said he didn’t want to have it, so as to use all illegal action before it to have an acceptable proposal of general election. --115101 2013年10月8日 (二) 18:10 (UTC)
