Raymond Tsai, Development Planning and Publicity Senior Manager of Hong Kong Deposit Protection Board, described saving as the basic level of food pyramid. He said, saving was the first step to get rich. People should establish a basic investment foundation, instead of seeking instant benefit


Tsai thought, mandatory saving plan was not advisable to implement in Hong Kong. He explained, Asian’s saving sense was stronger than European. Asian would keep 20 to 30 percent of income as saving. European countries implement high tax rate system, the income would become relatively lower, which led to different saving habits. He emphasized, Hong Kong citizens had great saving sense, therefore mandatory saving plan should not be used.
